City Council Meeting Held in Person on July 3rd, @ 7:00pm
Opening:
Meeting called to order at 6:39 pm by Mayor Berglund
Present were:
Mayor Berglund, Councilor Dewey, Councilor Trotter, Councilor Feik, Councilor Vicek, City Recorder Heather Berglund and Water/Maintenance Master John Dewey.

- Approval of Minutes from Last Month:
Meeting Minutes for last month where unanimously approved.
- Review of Bills for Last Month:
Paying of last month’s bills where unanimously approved.

- City Staff Announcements:
Grant Parker looked at the dead trees on Ruckman, Grant stated that the trees had some dead branches before they pruned them but usually after they prune them, the tree bounces back. Unfortunately, the trees did not bounce back so Grant will remove the trees at no charge and replace them.
Had to return Light pole due to damage. Mel Northey will ship another one.
City Recorder is still looking into culvert/storm drain clean out. City Recorder did speak with Kyle at City of LaGrande and he is going to look into some options. City Recorder also spoke with Craig Roman with ODOT and he is looking into some options. City Recorder also got a copy of the agreement that we had with the State when Hwy 82 was put in and The City is responsible for maintenance.
- Old Business:
Potholes have been patched on Crescent and Summerville road. The County took care of them.
- New Business:
Council Voted unanimously to Adopt Resolution declaring the City’s Election to receive State Revenue.
Council voted and agreed to estimate to patch pothole on Esther.
Council discussed Petition to Vacate Railroad Avenue from 6th street north to alley in block 3. Council agreed to move forward with hearing, which will be held on August 7th during normal meeting. City Recorder will advertise and post the hearing for two weeks before the hearing at the Petitioners expenses. At the hearing, the Council must listen to any objections against the petition and determine three things for the record.
- Whether the consent of the necessary owners has been obtained;
- Whether notice of the proposed vacation was proper; and
- Whether vacating the public right of way is in the public interest.
City Council will pass an Ordinance if they agree with these three things.
Discussed who would be available to help with 4th of July Parade. Teressa, John and Heather will be able to help with Parade for sure. Mayor Berglund may be able to come out with some of the boys from OYA to help with the Parade; it will depend on how many staff they have at the facility.
We will go over the Avista Ordinance at the next meeting.
Council went over estimates for Website design and voted to go with Jayson Cable for website design City Recorder will let him know and let the other designers that gave estimates know we went with another web designer.
